Europe's E-Invoicing Map in October 2026: What It Means for Business Central Users

Europe is not moving towards one e-invoicing model in the short term. An October 2026 overview by VATupdate shows three different approaches, with ViDA as the common horizon for 2030. For companies running Business Central in several countries, that calls for one scalable setup rather than a fix per country.
Three ways tax authorities control invoices
Clearance: the invoice is submitted to the authority's platform before it legally counts as issued. In the EU, this applies to Italy (SdI), Poland (KSeF), Greece (myDATA) and Romania (RO e-Factura). Bulgaria has proposed a new clearance system from 1 January 2028.
Exchange plus reporting: invoices travel between the parties, increasingly via Peppol or certified providers, and data is reported to the authority. France has been live since 1 September 2026, Slovakia follows on 1 January 2027, and Spain's B2B mandate starts on 6 October 2027 for businesses above EUR 8 million turnover. Belgium has required Peppol-based B2B e-invoicing since 1 January 2026 and has proposed dual-sided e-reporting from 2028.
Exchange only: a structured e-invoice is mandatory, but no transaction data goes to the authority. Germany is the main example: receipt has been mandatory since 2025, issuance follows on 1 January 2027 for businesses with turnover above EUR 800,000 and on 1 January 2028 for all. Norway, Slovenia, Luxembourg and the United Kingdom (from April 2029) follow similar models.
ViDA sets the cross-border standard
From 1 July 2030, intra-EU B2B supplies require an EN 16931 e-invoice issued within 10 days and near-real-time reporting by supplier and customer. Recapitulative statements will be abolished. National systems in place before 2024 must align with the EU model by 1 January 2035.
What this means for Business Central users and partners
The overview recommends building around one EN 16931-based data model and a Peppol-capable service provider, with connectors for the national clearance platforms. It also advises preparing for status messages (acceptance, rejection, payment) and for dual-sided reporting.
In Business Central, this is integration and extension work: mapping invoice data cleanly, connecting the right service provider and handling responses in the system. pBC Europe supports Business Central customers and Microsoft partners across Europe with AL development, Anvaigo EDI integration and additional development capacity for international projects.
